[NMCycling] Official SYDC is canceled....but...

Here at the NMES we have always encouraged our riders to keep their hands
to themselves and maintain a safe distance, unfortunately in the current
environment that just isn't sufficient.

Subsequently the "official" SYDC is canceled for 2020.  However, thanks to
our robust cancellation insurance, those who signed up can move their
registration to an alternative NMES event or get a full refund.

While there won't be an official event ITT efforts are still an option for
those who wish.  If you do an ITT at any time feel free to submit your
result at the SYDC registration page, I've created a form to collect your
info and will publish it as the 2020 bragging rights.

With all that in mind I'm leaving the courses as-is for this year, and will
make the updates for next year.
