[NMCycling] TNC Tonight: canceled

The worst of the storms are still incoming, likely peaking at 5:30. I'm sad
to say we have to cancel for tonight. The lightning alarms have tripped and
likely won't sound all clear at a reasonable time to start racing.

For any pre-registrations I can either refund you or defer the entry to
next week.
