[NMCycling] TT Series Update V2

I didn't look at everyone's finishing time, but out of curiosity I compared
Phil's time to the winner's time, per the VTTA standards.  Phil was roughly
7 minutes faster than the age standard, whereas the winner was roughly 5.5
minutes faster than the age standard for 17.5km.

Phil is the man!  Looking forward to seeing him in action someday soon
(maybe Moriarty)
