I think that's a good change, though I think they should be more definitive
as to what is/is not allowed.  It's not uncommon to see someone rock up to
a 'road bikes only' TT with their full TT kit, their TT wheels, and bolt-on
aero bars on their road bikes.  I'm not saying that's necessarily a bad
thing, but folks should know what they can use, so they'll know what to
bring (or not bring).
