[NMCycling] Construction signs, road debris, and self-help

Hi everyone.

If you encounter road debris that could take someone down, or contsruction
signs that block the entire shoulder, please consider taking a moment to
stop and rectify the situation.  ESPECIALLY if you are on a group ride.
Scoot the signs to the pavement edge, chuck rocks and broken wood with
nails sticking out into the bushes.  This benefits everyone including you,
but especially group ride participants.
