It looks good and straightforward.  If we really want to tackle bike safety, we need to move to a liability model like in Germany where unless there is gross negligence on the part of the cyclist, the driver is always at fault for striking the cyclist.  And there are severe penalties for doing so like losing your car, your license and if severe bodily harm or death, your freedom for a long time.
