But I know in my case I contacted the city before the Lead/Coal project was complete that they had some problems to fix. And it seems they should have some insurance or go-back to the contractor for errors they made. Plus, the city has a web page (Report a Smoking Vehicle http://www.cabq.gov/environmentalhealth/emissions-testing/report-smoking-vehicle) and email (<jpm at cabq.gov<mailto:jpm at cabq.gov>>) on the environmental health page for citizens to report smoking vehicles, which are then supposedly called in for compliance with the clear air act. (I have asked several times for a report of this program and the results if it is working but gotten no reply). By expanding this type citizen reporting to include noise emissions the program could call in vehicles they see and hear on the streets with obvious sound emissions problems. This might help a bit with the Lead/Coal/Central problem. That would help target particular sound emissions violators.

Solid waste is in charge of maintaining all public medians and landscaping along city streets. I had a meeting with them about trees being knocked down on Lead and Coal a couple of months ago. We walked along the streets and pointed out trees that were missing. They did come and replace some trees, but also said the trees were over planted to begin with which is typical because the designers do expect to lose some trees for various reasons, not just accidents.
Not saying that any of this reduces the issue of speeding and accidents on Lead and Coal. Also as you know, these two streets were recently renovated into "Complete Streets" the DMD was not in favor of that legislation and that may be another reason your complaints are falling on deaf ears. As I understand it, the supporters of "Complete Streets" believe Lead/Coal may not be perfect now, but a lot of money was spent to make them "better" and they don't really want to hear that it did not work. .

Good luck. There are a lot of trees missing along Lead/Coal from autos knocking them down. There are about 5 missing over at Lead and Richmond that have never been replaced too. That is a disastrous corner. There are trees missing all over.
My 92 yr old “mom” almost got killed at Richmond and Lead from a car sticking out into Lead which she hit. The line of sight is blocked on Richmond by the telephone company switch boxes. The city engineers says it is fine. They are blind to reality.
The cross streets, the north/south streets and Lead and Coal were never designed for how the traffic flow now, and will be much worse with the traffic from Central over here. The views and intersections are just not designed right, this is all an after thought. That is why many of us oppose ART as it is now, it will put more traffic on these dangerous intersections.
Plus, I can’t get DMD to remove the three trees the contractors wrongly put on solar side (sotuh) of my house. Nor can I get them to remove the street light post the contractors put right in the path way of my auto driveway's third spot, which was not suppose to go there in the planning phase.

The policy of APD on vehicle accidents is that, if there are no injuries they instruct the victims/perpetrators to exchange personal, vehicle and insurance information and visit a sub station to file an accident report. If there are injuries then the police will show up otherwise, it gets pushed to the bottom of their priority list and it can be up to 6 hours before a policeman arrives at the scene. This is directly from a group of policemen that i visited with recently. I asked them directly because my wife was recently in a car accident and no police showed up to take a report.
They indicated that APD being short on officers and more relevant/urgent crime/activities going on that it could be that no-one will show up at all.
I'm surprised that whoever called the police did not receive this information from the dispatcher. I was un-aware of this until my wife's recent accident and my conversation with the group of policemen.
Anyway, the situation is certainly not ideal but it is what we have to deal with for the time being.
