If the taxpayers in ABQ proper knew water bills were going to go up in support of this ridiculous, unnecessary project, I think there would be widespread disapproval which might at least lead to an opportunity for voter input.  Frankly, it should make us wonder what's going on with millions floating around while both "democrats" and "republicans" support a project and studiously avoid input from the citizenry.
