I just sent this to the council:
Nob Hill residents opposed to the ART project have concernsabout increased traffic on Lead and Coal. These two roads pass through residential Nob Hill and already havespeeding, drag racing, and heavy traffic issues.  The ART project should include funding to slow down trafficon Lead and Coal and thereby force east-west overflow traffic onto Gibson andLomas.  The most obvious way to slowtraffic is to turn Lead and Coal back into two lane roads (one lane in eachdirection).  This would also eliminateaccidents due to people going the wrong way on a one-way.  Other solutions would be to narrow the lanesand provide on-street parking.  Studiesshow that visible obstructions are the best way to slow traffic through citiesand save lives.  I know it will be difficult to swallow another Lead and Coalrenovation, but clearly the most recent improvements have not slowed traffic ormade these roads safer.  The ART projectwill only exacerbate the problem.

As more and more people learn what is in the details of thisART more and more opposition is building and a large number of people in thecity would like for you as a city council to withdraw support for this plan andlet's work on it better.  We need some sort of modern, not legacy type ART.  This plan has many defects and one bigproblem was slipped in without any consideration of the negative impacts wasthe using Lead/Coal/Zuni as surrogates for the traffic forced off Central withthe design of the plan.  In short most people were not aware this was hidden in theplan.  People are realizing there will belarge negative impacts on communities along Lead/Coal/Zuni that already havehuge problems with traffic that is unmitigated.  The negative impact of this ART has not been evaluatedadequately.  For one it will involve alarge loss of property values for stable, community homes with families alongthese streets.   We will see an outmigration of the very kind of families we wish to attract to these areas.  There might be lawsuits based on loss ofproperty values as the traffic increases with all its secondary problems on thenorth/south streets along Lead/Coal/Zuni due to increase traffic.    The ART plan in a slight of hand tone says that Lead/Coaland by way of that Zuni also, are under utilized.  This is code for turning these presentproblem streets cutting through our communities into major problems.  I and many other homeowners along the route ask that you ascity council review the past council's endorsement of the ART and withdrawsupport so more thought can be given to it by more people.  Sincerely,Bob Anderson
