[Neighbors] Copper/Aliso Development Exceeds 39 ft. Height Limit

Property taxes are based on the current assessed value. New Mexico law 
limits an increase in assessed value to 3% per year UNLESS there is a 
change in ownership.

I do not believe that anything can be done to increase taxes on vacant 
lots or properties  unless there is a change in ownership. Properties 
can be condemned or the city can require that a vacant lot be cleaned up
