I’ve been following this discussion and reached out to PNM’s government relations person for information. His response is below. it contains good directions for how to report street lights that are not functioning. I hope this helps.

“Hi Commissioner Hart Stebbins,
This is a follow up email about the street light outage reporting process.
As of December 2017, the City of Albuquerque contracted with Citelum to help maintain the city-owned streetlights within Albuquerque as a part of the city’s project to upgrade all city owned lights to LED. Citelum manages all city owned streetlights and has responsibility to fix and maintain all city owned lights. Customers can contact Citelum at 1-800-370-0395<tel:1-800-370-0395>.
PNM is still be responsible for PNM owned lights. Customers can report streetlight outages by calling 888-DIAL-PNM<tel:888-DIAL-PNM>. When a customer contacts PNM and it's determined that the street light is a city-owned one, the PNM customer experience team will then forward the customer's call directly to Citelum's call center. Please note the customerexperience team "warm transfers" these calls, meaning a customerexperience representative will stay on the line until a Citelum representative picks up so that street light information can be relayed to Citelum directly.
Lastly, it is my understanding that the City of Albuquerque 311 call center now has a tool to help determine street light ownership and can help route calls accordingly.

Tom, I saw your message on the listserv and wanted to follow up.
To be clear, PNM has never had a contract to maintain our street lights. They maintain lights that are owned by a PNM And the city has contracted with a new vendor to retrofit our old outdated lights with the new LED version. There is a citywide schedule for that and you may have already seen them and some of our neighborhoods doing that work.
As always, you can help us expedite those requests by providing the street whole number with your report to 311. Or, if it is a PNM light you should notify PNM instead.
If you have notified the utility and have not gotten a response in a reasonable amount of time feel free to reach out to me and we can follow up on the status of your request through my office.

I called City Lume on Monday and reported the street lights that have been out for several days on Coal east & west of Carlisle, since PNM no longer has the contract for street lights. I called back again today and was told that it would take at least two weeks before anyone was able to get to the work order. It seems like a long time to correct the problem or maybe the new company that got the contract doesn't have sufficient staff to handle the needs. I was told that there were a lot of street lights that were out and it wo uld take some time to correct the problems
