[Neighbors] Person casing houses in Nob Hill

This is not the same guy but a fellow with a jacket with a hood on and a bicycle rider head light strapped on was casing our area of Richmond and Coal in December.  I have him on my security video but have not figured out yet the way to send a image.  Where did this take place?
