As previously stated, if a distance waiver is issued for this location, it may set a precedent and open the door to more waivers of this kind and the crime that goes with it.
In fact, under the previous zoning code, downtown was the only neighborhood with a liquor waiver ordinance that was requested for this same location three years ago. After the waiver was granted, downtown saw a dramatic increase in crime.

Nob Hill has it's own liquor related issues.  We've been on the news with our own brawls and neighbors complaining.

They moved into this location knowing that this was a commercial block in Nob Hill surrounded by restaurants and bars. I believe that both Zinc and Crazy Fish serve alcohol in the same block. Zinc has a full bar. The previous restaurant, Stella Blue, had a liquor license. Who are we trying to protect here - the church that moved in knowing that they were in the middle of Nob Hill? 

If a restaurant is going to be competitive in Nob Hill, they have to serve alcohol.
