[Neighbors] Gateway Homeless Center

[NM PCMD via Neighbors_nobhill-nm]

I believe it would be a good idea to have the homeless shelter built in Nob
Hill - bear UNMH.
They should have a special section of the shelter be specifically for
addiction assistance.
