[Neighbors] Alcohol license at 400 Washington SE

It is common to restrict licensees with on site consumption to serving only
two or three drinks per person.  Not only is that a good idea for the
community, it's a good idea for any brew pub or restaurant wishing to limit
its liability and, consequentially, its insurance bill.  Codifying such a
restriction, posting it and printing it on their menu commonly ends any
argument with irresponsible customers before they begin.
