[Neighbors] Request for Restaurant Beer and Wine Liquor License, Clowndog Hot Dog Parlor

I believe Ragin' Shrimp had a beer and wine license when they occupied that
space so there is precedent.  I support the new business being able to have
a license just as the prior occupant did.
