[Neighbors] Nob Hill Neighborhood Association goals

Eliza our D6 rep will be flying back on Wednesday and therefore will not be
at the meeting.

District 6 has asked each neighborhood association to put together goals
for 2020 that specifically pertain to each NA.  This is being done to see
if there is overlap among the NAs and to see where the district can help.

Please consider this for Wednesdays
Meeting so that it can be submitted.
