Front yard fence or wall max height is 3 ft tall as allowed by the IDO unless they have received a zoning variance and permit from the city.  
The fence can be taller if it's in backyard and sideyard as long as side yard is not along a street.
I don't think the front setback applies for fences in front yard.  
Call the city to verify this.

?The folks at 202 Richmond SE (at Silver) are putting up a new fence in the front yard. It seems quite tall, but I don?t know the height and setback requirements for the neighborhood. Does anyone know off the top of their head, or can point me to the city of Albuquerque site that would give me that information? Many thanks.
