[Neighbors] Tent in Alley, This is how it starts. Fwd: Neighbors_nobhill-nm Digest, Vol 143, Issue 19

I recommend reaching out to Albuquerque Community Safety
<https://www.cabq.gov/acs/> (ACS), a new division at the City of
Albuquerque. They are specifically tasked with responding to non-life
threatening social issues, including mental health crises, homelessness,
encampments, overdoses, etc. They have a trauma-informed and resource-based
approach to handling our homeless neighbors on the street. They
are much better equipped to handle these situations than cops are, since
(as someone earlier pointed out) cops are really asked to be everything in
our community, but don't always receive the necessary training. This helps
lower the burden on police and offers our homeless neighbors with
connections to treatment, shelter, and other resources they need. When you
call 911, our dispatchers are now trained to determine whether APD or ACS
should be the ones to respond. Calling 311 or 242-COPS for non-emergency
situations will also get you connected to ACS.

Doug Small is the Public Information Officer for Albuquerque Community
Safety: dougsmall at cabq.gov . He is probably the best resource to connect
with to get someone from ACS to talk to the board and hear the
neighborhood's concerns.

It's heartening to hear so many people mobilized to solve the issue of
homelessness. I think we'd all be stronger if we had neighbors in homes,
instead of neighbors on streets. I hope this conversation continues to be
productive. When lots of people care, and when lots of people dedicate
their time and effort to improving our lives and our
community's prosperity, I believe we can really get things done. I'd like
to end by sharing a quote:

“There comes a point where we need to stop just pulling people out of the
> river. We need to go upstream and find out why they’re falling in.” *Desmond
