[Neighbors] neighbors list etiquette reminder

As a reminder of our email list policy:

   - Please be civil
   - Please focus on the issues, and not on people
   - Please remember that the people on this discussion are your neighbors
   (mostly - we have no way of checking.)

On the logistics,

   - I read every post before I approve it, and if I think you are
   violating any of the etiquette above I won't approve it.
   - Since I have to approve each post, there will be a delay between when
   you send it and when it goes out to the list.
   - Depending on your email client, you might not receive posts you send
   to the list.
   - You can see what has been posted on the public email archive at
   - https://mailman.swcp.com/pipermail/neighbors_nobhill-nm/

For the curious, I have not denied any posts today.
