I have pigeon issues on my property in nob hill and here is what I have found out:
You can’t legally shoot them for any number of reasons. The only chemical that works is avitrol and that’s not recommended for many reasons too
You can get rid of food sources, especially if there are bird feeders that you can move, but they need pebbles so that’s tough also.
The best and most humane way is to trap them and relocate very far away. They imprint to their birthplace and will return if they can. Traps are simple and they work well. It’s not the easiest. The city doesn’t have any free options. They have some good info on their site.
Owl decoys work for a bit and the water spraying guns work ok but you waste water.
There are also tacky strips and porcupine strips that they don’t like and will leave if they can’t roost. Those seem to work too but overall, just moving them is the more permanent option, and then making the landing spaces inhospitable keeps new birds from moving in.
