[Neighbors] Pigeons

All,

My pest company said that the commercial product OvoControl works as a birth control for pigeons, but it needs to be applied across a wide area over time. I called the City and they will not implement any city-wide pest control program for pigeons, or have any department tasked with cleaning up the mess on public sidewalks.
They did tell me it was a code violation to feed pigeons and Code Enforcement would take action against reported violators. 
One neighbor put out her cats and you never see pigeons at ground level in her yard.

If this were a NHNA priority, then we could propose to set up a fund and go out for bid to a contractor. I wonder if introducing Peregrine falcons or Sparrowhawks would work without upsetting the balance?
