Yes Lisa, that is true.  But the problem isn't providing public restrooms.  The issue is that like any public service, it requires funding for maintenance.  There has to be someone to monitor the restroom, keep it clean, etc.  I've actually done fairly extensive research on the history of public restrooms in the US.  Like all of our public goods, they were essentially defunded, so the conditions got very bad, and then they were taken away. Our neoliberal government will underfund something and then when it doesn't function properly get rid of it, or outsource.
