[Neighbors] Closures

This is likely not a helpful thought (what could be done?) ~

I have to wonder if the ART is having a negative impact.

It was supposed to make Central more walkable. Unfortunately, it's made 
crossing streets extremely challenging. Its also made getting to a 
business by car beyond ridiculous, requiring driving multiple blocks 
past and hoping to make a U-turn or looping around on side streets.

Again, I don't know what could be done ... other than push for breaking 
out the ART curbs to reestablish intersections. Might be smart to ask 
our businesses what they think.
