Nob Hill Friends and Neighbors,

Today your association received notification that the CABQ Liquor Hearing Officer is considering an application for Liquor License, Restaurant Type B, as an ancillary use to a Restaurant operation at 3105-3109 Central Ave NE.  (This is the former location of Oak and Ivy as well as Yanni’s.)

The Liquor Hearing Officer will hear the request on July 9, 2026 at 9 am via Zoom video conference. Written comments will be accepted by jlrobertson at cabq.gov until 72 hours before the hearing.

When your association learns of an application, we contact the applicant to gather information. We pass this to our email list to gather neighborhood input. If neighbors express questions or concerns we seek further information. We invite you to reply to all if you have a position on this request. You may reply to sender if you prefer. We have requested the following from the agent, NM Liquor Licenses, but are sending this to you now because of the short fuse.

We have reached out to Laura Kuehn at APD for calls for service at an existing location of the applicant at 6910 Montgomery Blvd NE. We will provide that.

At 5:00 pm on July 5 your board of directors will evaluate community input.  Neighbor input is crucial. When input is neutral or positive we generally don’t develop an association position and the hearing officer grants the request. If input suggests strong concerns or directors have strong concerns, we would normally announce a special meeting to explore an association position. At such a meeting the board generally would consider the expected impact on community safety and quality of life and factors including but not limited to calls for police service at applicant's existing operations and security plans. In this case we have not been given time for that so your board will need to decide based on your replies to this email without a public meeting.

Hours of service and services offered are not generally part of the hearing officer’s consideration, but may affect the association’s position.

Locations near Residential Zone Districts (IDO 14-16-2-3) are problematic, particularly if affected neighbors oppose.

We will notify the email list, the liquor hearing officer, and the applicant of the association’s action.

All members of the community can contact the applicant and are welcome to provide written comments to the hearing officer or speak at the CABQ hearing in a personal capacity.
