Hello neighbors!

I'm wondering if anyone knows what is going in on the corner of Central and Aliso (property on the east border of the 7-11).

Forgive me if there is a sign declaring it posted on Central ~ I see it from behind when I walk my dog and don't walk much on Central itself these days :)
