Yes, and it very dangerous.  I timed them at 3 seconds for all the vehicles lined up to turn.  That is just unacceptable and perhaps a key selling point of the whole ART concept it seems.  

Ron H tells me those lights go away when the busses start and that the old Rt 66 busses too will be on the single vehicle lane that will be carrying people driving and parking.  

This ART has to be removed soon.
