The details provided in this article lead one to believe the city could rightfully bring former Mayor (Dingle)Berry up on charges of some kind. Certainly it points to the utter incompetence of everyone involved in this debacle. 

The empty promises, failed and compromised businesses, traffic congestion since the project began that might never cease, etc.......perhaps the only good news to come from this travesty is that Berry will never hold another elected office in NM. Is that worth $135M? No, but seeing him in prison might be.
