I think a re-striping of East-bound Central @ Girard could go a long way towards reducing the current confusion.  The main problem, IMHO, is that the current right turn lane, as striped, follows the natural line of the road, making it look like you should go straight.  The natural curve to the right of Central beyond Girard and the placement of the Straight and Right Turn signs by the stoplights reinforces this.  That, and there is a huge gutter ‘lane' on the right side that confusingly looks big enough to be its own turn lane (similar to the problems on Zuni westbound where huge empty spaces on the right at signals look like right turn lanes, but aren’t).

I’m certainly not a traffic engineer, but attached is some thoughts on how it could be re-striped to reduce confusion, and better follow the natural path and curvature of the road.
