In the evening, the left turn to Monte Vista from eastbound Central is too short, so the left-turning cars fill up the eastbound, "going straight" lane. Those cars use the right turn lane to get around the left turning cars, when possible. The right turn lane eastbound on Central - well, that seems to just be a suggestion.
