Behind the Netflix Deal

What's Next for Film Jobs and Local Companies Wanting to Sell to Netflix

It’s the biggest economic development project in Albuquerque history, and it’s coming to the new Mesa del Sol right here in District 6.

Film spending in all of New Mexico was just over $234 million last year. Netflix will add an average of $100 million per year for at least 10 years - a 40% increase in film spending almost overnight.  And that's just local spending that goes to local workers, contractors and vendors.  That's a big boost to our workforce and local economy both in terms of new spending, new taxes and new jobs to keep our families here in New Mexico in good-paying jobs they can be proud of.

When Governor Martinez and Mayor Keller announced the deal, the City Council still had to turn their tabletop deal into actual legislation. The final LEDA legislation, sponsored together with Councilor Sanchez and myself, took us 10 days to structure and complete updated fiscal analyses, test the assumptions and lobby for the votes. The entire City Council stepped up to attend special briefings and dig into the details.

In the end, the City Council and Mayor’s office all agreed that our nearly $15 million investment to incentivize the Netflix purchase would reap far more than that for our community.

Nob Hill gets new team to keep Central clean, safe
 

Davis introduces Block by Block, along with APD bike patrols, helping to make Central Avenue welcoming to customers and business
 
As workers started hauling away the orange barrels last year, I was working with a coalitions of Central Avenue business owners to ensure that the new Nob Hill remained clean and safe.  After all, we want everyone’s first trip back to the new Central Avenue to be so good they come back again!

Hearing from businesses, I passed legislation to bring back bicycle patrols to our Central Avenue business district and earlier this year Mayor Keller and Chief Geier did just that.

This week, I welcomed the next phase of our plan: expanding the popular downtown Block by Block program to Nob Hill.

These brightly colored ambassadors will patrol Nob Hill during our busiest business hours, cleaning up graffiti, picking up litter (and calling in Solid Waste Department for the big stuff!), helping our homeless, and being extra eyes and ears for APD.

For customers of Central businesses, they also provide “how can I help?” Service to help find the best lunch spot or just the right shop for that special gift.  

For businesses and their employees, escorts to and from their shops provided an added sense of security, and the extra hands to keep the area clean make Central Avenue more welcoming for customers.

A special thanks to our Solid Waste Department employees, including Director Matthew Whelen and Billy Gallegos, along with Mayor Keller for working to put this program in place so quickly!

 Legislation to Watch

Stay up-to-date with legislation I'm sponsoring and following. This month, I passed two important pieces of legislation with the Council's support:

PASSED: Authorizing the creation of regulations for shared electric scooters.  The administration is now developing the regulation to issue permits by year's-end.

PASSED: Dedicating $150,000 in new housing vouchers to formerly incarcerated persons leaving MDC with no housing options.  These vouchers are provided through the County's Re-Entry Resource Center to help homeless and unhoused inmates obtain stable and supportive housing - a key component to avoiding recidivism.

O-18-27 Adopting Small Wireless Facilities Regulations To Authorize And Regulate Certain Small Wireless Facilities Installations Within City Rights Of Ways Or On City-Owned Utility Poles (Davis, Jones, Peña, Sanchez) Cellular phone providers are ramping up to provide the next generation network, 5G. Our legislation creates a permitting structure to allow companies to bring faster, more-reliable cell phone and data service to Albuquerque. Pending before the Finance & Government Operations Committee.

O-18-37 Amending The Merit System; Personnel Policy Ordinance To Include Paid Parental Leave (Davis) Providing parental leave to all city employees.  Parental leave for new parents is key to starting children off right and it is one of the most requested benefits from a new millennial workforce.

R-18-79  A Nuisance, Substandard Dwelling Or Structure In Need Of Abatement At 113 Eubank Blvd NE 87123 Within The City Limits Of Albuquerque, New Mexico Is So Ruined, Damaged And Dilapidated As To Be A Menace To The Public Comfort, Health, Peace Or Safety And That It Is To Be Required To Be Removed (Davis, by request)

O-18-32 Approving The Formation Of The Albuquerque Renewable Energy Financing District Pursuant To The Renewable Energy Financing District Act, NMSA (1978) § 5-18-1 Et Seq; Determining The Method Of Including Commercial Real Property Within The District And The Purposes For Which The District Is Formed; Approving The Manner Of Collection Of A Renewable Energy Improvement Assessment To Be Imposed Upon Real Property Included In The District; Providing For Governance Of The District; Providing For The Inclusion Of Real Property Within The District By Subsequent Resolutions; And Related Matters (Davis) This legislation creates a new C-PACE program in the city, helping to incentivize commercial businesses to replace their coal-fired powered electricity with clean, renewable energy.  Eligible companies will be able to install solar to power their companies with lower borrowing rates thanks to PACE financing supported by the City.

Connections 2040

The Mid Region Council of Governments (MRCOG) invites the public to attend a series of public input meetings for the Connections 2040 Metropolitan Transportation Plan (MTP). The Connections 2040 MTP is the region's long-range transportation plan. Connections 2040 will take a look at how our metro area will grow over the next 20 years, what transportation needs will be, and how those needs can be met.

New Public Notice Requirements for Developments Your Neighborhood Association Needs to Know

The new Integrated Development Ordinance is now in effect and one of the biggest changes involves how new developments and proposed changes are presented to neighborhood associations.  The old process let developers submit plans before consulting with neighbors, but the Council flipped that script when we passed the new code.  Today, developers of major projects must present their plans and work with neighborhoods before seeking city approval.  And even smaller lot-sized changes have new opportunities for community input. If you care about development options in your neighborhood association, join us to learn how you can be involved.
