Thanks to Councilor Davis, his analyst Sean Foran, and Petra Morris I can clarify this request.
The request is to sell beer and wine in the restaurant; sometimes known informally as a beer and wine license.
Formally it’s known as a restaurant liquor license or restaurant license.
Sean has provided the NM Alcohol and Gaming Division rules on such a license below.
I have spoken with applicant Bill Young, owner of Safari Grill. He confirms that this is what he is seeking and he plans to come to our Thursday meeting.

A “Restaurant Liquor License” is also known as a Restaurant (Beer and Wine) License.

Here is a screen shot of the section that says they can only sell beer and wine. I’ve highlighted the line.
The title “Restaurant Liquor License” is unfortunately very misleading. Hopefully the State updates that one day.

Gary,
It is my understanding that there is no waiver for a full liquor license based on both state and local rule. There is an application for a waiver to serve beer and wine.
I checked in on the request for 3001 Central; they have requested to serve beer and wine, but not liquor.

Pat, Sean, I recall a couple years ago when an applicant sought a full license for the 3001 Central space.
Under the sector plan I recall that it was not even possible to seek a waiver to the 300 ft. rule on churches.
It seems that under the IDO one can seek that waiver.
Do I remember correctly?

Nob Hill Neighborhood Association (NHNA) has received the attached notice of public liquor hearing.
Your board of directors is setting up a neighborhood meeting, probably late this week, to hear your input and consider an NHNA statement to the Liquor Hearing Officer (LHO). We’ll put out the place and time as soon as it is set up. We plan to reach out to the applicant and Calvary Church for the meeting.
As stated in the notice you can address the LHO personally at the hearing on Friday, November 9 at 9 am.
