[NMCCSC] Sorry about the budget

I am obviously anxious to put 2020 behind me, so anxious in fact that I
labeled the proposed budget as the budget for 2021-2022 when it really is
the budget for 2020-2021.

The effective date for the budget is July 1, 2020 running through June 30 ,
2021.

 

Same numbers, different date.  Sorry for any confusion.
