[OIX-DDP] OIX Document Development Process Update

The proposed changes appear correct.

Minor grammar nit in Section 1.2:
  change "true global utility" to "truely global utility"  

(adjective to adverb, as "true" modifies the adjective "global")

Or, drop any form of the work "true," as it isn't necessary?
