[Neighbors] Water outage?

I got to talk long enough with a rep today to get some info ~ I 
expressed appreciation for maintenance and safety as well as some 
exasperation of no notice.

I was given some interesting info ~ there's a mix of piping (some put in 
by abcwua, some by others) and valves (and things having been done to 
valves by others) that prevents them knowing who will be affected 
until.they shut off the water and receive calls.

I found that helpful ~ though if someone (city council?) could encourage 
even a "blanket" text notification that "your service might be affected" 
that might be a helpful thing.
