Yes, they will be on the webcast button on the main legislative page. They don't always start on time so be patient,

No public comment. Sometimes legislators have expert witnesses to answer questions on legislation they are presenting.

There are several interesting bills now on the house floor calendar

but that page doesn't say when they meet or how to watch or comment,
