[LWVNM Action] Committee Substitute for SB199 - Redistricting Act passes Senate Rules 10-0

The Rules Committee substitute for our SB199 passed Senate Rules 10-0

The major concession was that the Legislature can amend the maps submitted
by the Citizen Redistricting Committee (CRC)

Still retains most of the criteria that we wanted.

When we started Fair Districts we knew this would require compromise and
this should be considered a great  victory.

The bill now goes to Senate Judiciary where some needed amendments will be
made. Most of the Judiciary Committee is on
Senate Rules so we expect it to have smooth sailing.

We also think this version will be more acceptable to the Speaker.
