[LWVNM Action] Great overview of NM Tax Policy

The 2023 Legislative session is supposed to be the big tax reform session.
Many of the "money" interim committees will be reviewing tax policy and
will be making recommendations to the 2023 session. This is the overview of
existing tax policy given yesterday to the interim Revenue Stabilization &
Tax Policy Committee.
