[LWVNM Action] Understanding Money (Tax & appropriations) bills

Dick,
I used track changes to edit this very important explanation. However, I
am confused by the last two paragraphs:
The Senate always amends the budget bill (HB2) that comes over from the
House. So, it has to be sent back to the House floor for concurrence. That
is usually no problem.
In the past, there has been a real difference between the House and Senate
tax packages. That means it has to go to a Conference Committee made up of
members of each chamber appointed by the leadership.
But, the last paragraph under New Tax Bills says: That overall tax package
will then go to Senate Finance and they will have the final say on whether
to include it in HB2 that comes over from the House.
So, does the tax package go to the Conference Committee before it is
added to HB 2?
