New Mexico's citizen lawmakers don't work alone. They're supported by the Legislative Council Service, a nonpartisan agency that drafts bills and conducts legal research for lawmakers.
Raúl lead the LCS until last summer when he retired after almost 25 years. Over the years, while always remaining above the political fray, Burciaga was an invaluable resource to reporters trying to understand the intricacies of the legislative process.
Now retired, we invited him to join us tomorrow for a special edition of our weekly chat focused on how the Legislature actually works.

More about Raúl Burciaga:
Raúl joined the Legislative Council Service (LCS) in July 2000 after graduating from the University of New Mexico School of Law. Before attending law school, he worked for 15 years in the administration of federal health care programs. He worked as lead staff attorney for numerous legislative interim committees, task forces and other work groups. He worked on investigations regarding impeachment and ethics complaints. He served as the LCS assistant director for drafting services from 2004 until 2010, when he became director. He is a licensed attorney in New Mexico.
The New Mexico Legislative Council appointed Raúl as the Director of the LCS in 2010. He had primary responsibility for administration of the LCS, the nonpartisan bill drafting and legal research agency of the State Legislature. Additionally, he was responsible for the control, care, custody and maintenance of the State Capitol, the grounds and other legislative buildings.
Raúl served as a member of the New Mexico Compilation Commission, which oversees the compilation and publishing of New Mexico laws, and as a member the national Uniform Law Commission, which recommends uniform laws for states to consider enacting.
Raúl was active with the National Conference of State Legislatures (NCSL) including serving five years on the Executive Committee, three of them as an officer. He completed the NCSL’s Legislative Staff Management Institute at the Hubert H. Humphrey Institute of Public Affairs, University of Minnesota in 2004 and the Council of State Government’s (CSG) Henry Toll Fellowship Program in Lexington, Kentucky in 2012. He retired in August 2024 and is currently teaching Legislative and Administrative Processes at the University of New Mexico School of Law.
