I have seen a small motor mount on NRS in years past. If you know a good aluminum welder, you could probably build it to your specific needs. NRS stuff usually requires a little tweaking to get just right anyway.

With a motor you have followed the correct path. The law requires all water craft powered by non-human power to be registered. This includes sail boats. I have a 20' tandem kayak that has a sail rigging. I do not have to reg the kayak unless I raise a sail, and then it has to gave numbers on it.
