[NMCycling] TDs bike bridge AKA Bear Canyon Bike Bridge.

Most the work will be done between 8pm-5am, so as not to impact the most
people.
Surface patching finished last night.
Tonight re-tightening bolts on the bridge.
Then over the next couple of weeks they will be redoing the safety nets in
and around the BCBB and cutting handrails.
