[NMCycling] The smoothie

Seems really odd to me to be testing outside of the podium, randomly.  Almost like a warrantless search.  Probable cause would seem to dictate that you focus on people who are actually winning.  If they are not winning or shaping the race, why is it important?  Seems like a waste of resources when there is big time doping going on in races that matter.

Am I missing something?
