A quick internet search revealed that Senator James White is retired Air
Force Colonel, lives in the 4 Hills area, and was appointed by Governor
Susana Martinez, Member, New Mexico State Senate, September 9, 2016.  Given
the proximity of several multi-use paths to streets he probably drives
frequently, both on and off base, I am highly suspicious of the motives
behind this amendment.
