[NMCycling] SS and delayed starts

Your voices have been heard.

We will run a SS race in the first race, 45 mins.
The will still be a SS race in the 2nd race, 60 mins.

Cat/age divisions will be delayed at promoters discretion. I will run SKW
races 10-15 seconds apart.
