[NMCycling] ARKANSAS (!) adopt Idaho Stop

Additionally this is yet another excuse to not fix malfunctioning traffic
light sensors.  Hey, it doesn't detect the presence of a bicyclist?  Just
run the light!  Good luck getting sensors tuned after a law like this is
passed.
