[NMCycling] NM Bicycle Shops confirmed as essential businesses

Hope we see something in the form of an amended public health order with
clarifications.  But also I'm mindful our leaders have serious pressure on
to limit spread, and also many voices looking to make their agendas
'essential'.  Onward and upward.  --Mark
