The topic today was a proposed order of Raton Natural Gas for approval
of its plan for recovery of the gas costs incurred in the February
weather week.

During the week in February, Raton Natural Gas paid out just over $1
Million for gas or about one year's worth of usual gas costs. While
initially, their plan was to recover the cost, plus financing expense
over a five year period, their application was amended to make the time
period four years. Raton Public Service, the city electric provider, is
one of RNG customers.

NM PRC approved an amended order so that any changes in interest cost or
at least every 12 months, RNG would return to report and request
approval, similar to Zia Gas and other NM utilities that had problems
from the TX weather/price gouging.

AVANGRID/PNM PROPOSED MERGER:

The NM PRC Hearing Examiner will hold further hearings from August 11 -
20.  So far, all Federal Agencies and the TX PUC, as well as the NM
Attorney General plus other parties have signed off.  The NM PRC and
other intervenors have to approve, with the NM PRC being last, probably
late fall this year.

So if any of you wish to speak at one of the meetings, for up to three
minutes or file a brief, plan ahead.  I suspect that most of the
hearings will be covered by the ABQ Journal, if relevant and I will not
be listening to every word.
