Keep in mind the dual goals of the PRC: Reliable power at Affordable
prices.
The NM Legislature approved the Energy Efficiency Act and the PRC wants
it amended to include weatherizing homes to save energy as it has
recognized that NM has many low income families. They will sen this
message to the Legislature.
The Rural Telecommunications Act provide funding to install broadband
service in rural areas. The PRC would like to increase the amount of
funding and is asking the Legislature for more money.
The movement from fossil fuel generated power to renewable power will
mean that the PRC will need different skills either in the PRC or as
outside advisors. To the extent new staff will be needed, future budgets
have to be changed, subject of course to legislative approval.
Last June, a cooling tower at the PNM San Juan Generating Station failed
and has been replaced on a temporary basis. PNM has delayed in
reporting on its plans for a major change/improvement. Although later in
2022, the plant could close down, it will be needed for peak demand in
2022 as the PNM reserve level then will be around 5%, well below the
usual 18% reserve margin. The PRC will work with PNM to make sure its
reserves are adequate as gambling the power can be purchased on the open
market, at then market prices, is not prudent. So, PNM will be asked to
make frequent presentations on its reserve status.
The PRC held two discussion sessions on changes in the Grid and
Distribution and on the resources of the Northwest Power Pool, which is
how utilities buy/sell power to one another during peak demand times.
