[Neighbors] Diesel to get worse on Lead/Coal : City to roll back diesel engine emissions testing

The diesel smoke from trucks (often drag racing) on Coal is terrible now and going to get worse in our homes and neighborhood.
Diesel pollution is especially bad for children and elderly as the particles are larger and get lodged in the lungs.
With ART this will be even worse for us here.  Bob
